Background

The City of San Buenaventura is in the process of updating its 2000-2006 General Plan Housing Element. The Housing Element is a State mandated document that contains analysis, policies, and programs with the objective to preserve, improve, and develop housing for all economic segments of the community. This document must be periodically updated and submitted to the State's Department of Housing and Community Development (HCD).

The public and any interested persons are invited and encouraged to participate in this planning effort. Draft sections of the proposed 2008-2014 Housing Element include a "Needs Assessment," "Constraints," and "Resources" chapter that are incorporated in the "Housing Plan," which establishes housing policies and programs. Each chapter will be posted online (see below) and as soon possible. Any interested persons wishing to review a hardcopy of the draft document may do so by visiting the Planning Counter at City Hall in room 117.

The draft General Plan Housing Element will be submitted to the State Department of Housing and Community Development (HCD) for their second review in November 2009.  Once HCD reviews the second draft, the City will revise accordingly and conduct an environmental review pursuant to the California Environmental Quality Act (CEQA.)  The City will then hold public hearings before the Planning Commission and subsequently, City Council for adoption at a future date. 

Public Hearing

The first of many opportunities to review and comment on the Draft 2008-2014 Housing Element will be on June 23, 2008. If you wish to attend the upcoming joint Planning Commission and City Council public hearing concerning the draft Housing Element, please join us on June 23, 2008 at 6 p.m. in the Council Chambers at City Hall, located at 501 Poli Street in Ventura. June 23, 2008 - Joint Hearing Announcement. The dates and times of furture meetings of the Planning Commission and City Council will be announced here. Draft 2008-2014 Housing Element

The following documents provide background information that is used in creating the Housing Element's policies and programs for the 2008-2014 planning period :

• Housing Needs Assessment: (Available) This chapter describes and analyzes Ventura's population, households , housing characteristics and trends.
• Housing Constraints: (Available) This chapter assesses potential market, governmental, and other constraints to the development and affordability of housing;
• Housing Resources: (Available) This chapter analyzes the land, financial, and administrative resources available to address Ventura's housing needs.

The Housing Plan sets forth the City's goals and policies with respect to housing, and establishes a comprehensive six-year strategy for the 2008-2014 planning period.
